A base refers to a generic building in Advance Wars. This building has no functions as such, but you can capture it to increase your resource income. Once captured, having a unit start a turn on a city will resupply it and give it 2 HP, but 3 if your CO is Rachel. Cities can be used to produce ground units if you are either using Hachi or have the Soul of Hachi ability equipped and activate your Super CO Power. Cities also give you 1000 G per turn once they are captured.
